Your obligations, and our record

Two separate things, kept separate on this page. First, what the law asks of you as a bulk consumer of electrical and electronic equipment. Then our own registration record, reproduced exactly as it stands today — no more than that.

The law

What the rules require of you.

India’s E-Waste (Management) Rules, 2022 came into force on 1 April 2023, replacing the 2016 Rules and widening both the equipment covered and the penalties attached. These 6 points are the ones that decide what an organisation must do with its end-of-life electronics.

  1. Who counts as a bulk consumer

Any entity that has used at least one thousand units of the electrical and electronic equipment listed in Schedule I at any point in a financial year, including e-retailers. Most offices, IT companies, hospitals and manufacturers cross this line without realising it.

    Rule 3(1)(b)

  2. Who you may hand e-waste to

A bulk consumer must hand over e-waste only to a producer, refurbisher or recycler registered with the Central Pollution Control Board. Selling to an unregistered scrap dealer does not discharge the obligation.

  3. Registration is mandatory to operate

Every manufacturer, producer, refurbisher and recycler must register on the CPCB online portal. No such entity may operate without that registration.

  4. What equipment is covered

Schedule I covers more than 100 types of equipment across seven broad categories, including IT and telecom equipment and consumer electricals. The superseded 2016 Rules covered only 21 types.

    Schedule I

  5. How long e-waste may be stored

E-waste may be stored for a maximum of 180 days, with records maintained, unless the CPCB extends the period. Material sitting in a store room past that point is a compliance exposure.

  6. What non-compliance costs

The 2022 Rules introduced environmental compensation for non-compliance, and it can be levied on an entity that aids or abets a violation — not only on the party that generated the waste.

Our position

Where we stand today.

One of the points above says a bulk consumer may hand e-waste only to a producer, refurbisher or recycler registered with the Central Pollution Control Board. That is your obligation to satisfy, and satisfying it means checking the counterparty — including us. So here is the position without varnish.

What we can evidence today

  • HCAS Resources Private Limited is a GST-registered private limited company, registered under GSTIN 09AAHCH3508A1ZZ since 25 May 2024.
  • Our principal place of business is a declared, fixed industrial address on Hapur Road, Meerut, Uttar Pradesh — a site you can visit before you commit to a pickup.
  • 2 directors are named on the company's registration, so there is an accountable party behind the paperwork.

Pollution-control authorisations

  • CPCB registration — not listed
  • State pollution control board consent — not listed

We list only what we can produce on paper. Any pollution-control authorisation will be published in our record here, with its number, as and when it is issued to us — and not a day before. If your policy requires handover to a CPCB-registered recycler, verify any counterparty on the CPCB EPR portal at eprewaste.cpcb.gov.in before custody changes hands.

Our registration record.

End-of-life equipment leaves your custody and enters someone else’s. Before it does, you should be able to check exactly which legal entity is receiving it — so here is our registration record, reproduced as it stands on our GST certificate.

What this means for you

  • A registered corporate counterparty

You hand your material to a GST-registered private limited company, not to an informal collector. Every collection can be invoiced against the GSTIN above.

  • A fixed industrial address you can audit

Our principal place of business is declared on the certificate — an industrial plot on Hapur Road, Meerut. The site can be visited before you commit to a pickup.

  • Named directors on the record

2 directors are named on the company's registration, so there is an accountable party behind the paperwork.

The practical questions — what we accept, how a collection is scheduled, what paperwork comes back to you — are answered on the FAQ. For anything specific to your site or your audit trail, talk to us directly.
